Originally from Kenya, Ruteere is currently the UN Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance.

Ruteere holds a PhD in political science (with a specialization in human rights) from the University of Nebraska-Lincoln and has published widely on human rights.
He has previously taught courses at the Institute of Diplomacy and International Studies, University of Nairobi, United States International University (USIU) and the Kenya School of Government. He sits on various advisory of boards of human rights groups and regularly writes in the popular media.
In November 2011, he was appointed by the UN Human Rights Council as the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance.
